You have to do the main story line to get into the Citadel. Just focus on it until your in there then dont go back until your ready to finish the game. I dont know how far into you are but...

you can skip the GNR part by just going to Rivet City and talking to Dr Lee in the science lab. From there got to the Jefferson memorial then to vault 112. Then back to Rivet City, back to Jefferson, get attacked, flee in terror, arrive at Citadel, ask the elder for power armor training, talk to power armor trainer guy. |
